An important update on the future operating model for Universities New Zealand

The operating arm of the New Zealand Vice-Chancellors’ Committee, also known as Universities New Zealand (UNZ), is undergoing change.
UNZ plays a central role in supporting the Vice-Chancellors and other senior university staff at New Zealand’s eight universities to carry out statutory functions, sector co-ordination and external engagement. While adjustments have been made over time, the organisation’s overall structure and operating model have remained largely unchanged for some time.
Following a recent review, the Vice-Chancellors’ Committee has agreed that the operations of UNZ will transition to a smaller secretariat model. This change is intended to focus on the statutory functions of the organisation and align it to meet the financial and policy environment in which the university sector is operating.
This change will result in a shift in the staffing and operations of UNZ but does not diminish the commitment of the Vice-Chancellors to the wider university, tertiary and research sectors. We will continue to be working together on issues that affect our universities, staff and students.
Why are we changing?
Universities are managing sustained financial pressures, including declining real funding per student, the end of the temporary 4% top-up in 2026, and increasing need for efficiency and cost discipline. At the same time, compliance and reporting requirements continue to grow across teaching, research, international and pastoral care activities.
In response, individual universities have undertaken significant structural reviews to reduce costs and focus resources on core learning, research and stakeholder engagement priorities. It is therefore timely that UNZ’s scale and focus are also realigned with these expectations.
What is changing?
UNZ will move from a model with multiple portfolio leads and internally‑generated policy and analytical activity to a streamlined secretariat structure. Under the new model:
- Primary subject‑matter expertise will sit with Vice‑Chancellors and senior staff across the eight universities
- UNZ’s staff will focus on coordination, documentation, meeting support and statutory compliance for the Vice-Chancellors’ Committee and its standing committees.
- Policy development and analytical work will be reduced in scale and draw more heavily on expertise from the sector or, where needed, external specialists.
What happens next?
The new structure will begin to take effect from Monday, April 13, with a transition period to follow. Until September 2026, a Transition Secretary General will lead UNZ and some aspects of the structure will continue to be worked through as part of the transition.
